‘Talkative’ means “tending to talk a lot”. People call others ‘a talkative’ a lot. Talkative is an adjective. It cannot be used as a noun. Saying ‘a talkative’ is the same thing as saying ‘I am a beautiful’.

C. I am a talkative person.
